English Learners

The goals of the English Learner program are to ensure students will:

Acquire a level of English Proficiency, that will provide them with equal opportunities to succeed in the e general education program;

• Achieve the HIDOE content standards and English language proficiency standards at levels needed to exit the EL Program;

• Possess the language, knowledge and skills to graduate and pursue post-secondary education and/or careers;

• Develop an understanding of and appreciation for the diverse cultures.

1) Student Identification:   At the time of registration in a public school, all students whose first acquired or most often spoken language is other than English, or who come from homes where a language other than English is most often used will be considered potential EL program students.

3) Program Services:   After receipt and analysis of assessment results, the school will provide appropriate and timely language support services and acculturation activities to help students achieve academically as well as adjust to the new school, community and culture.

2) Initial Assessment: Assessment to determine English proficiency and the parent notification must be completed within the first 30 calendar days of the start of the school year, if the student’s first day of attendance is within the first 14 calendar days of the school year; or within 14 calendar days during the rest of the school year.

4) Reassessment:   EL students will be reassessed annually. Parents will be notified of re-categorization and programming changes.   The progress and achievement of students the program exits will be monitored for two years. Adjustments to the students’ program (active & exited) will be made as needed and appropriate.
